CSV import by Project Admin

Hi all,

A question regarding Issue import/update through CSV. 

Currently in our team nstance this is allowed only for Application Admin.

Is there any possibility where,

​1. Project Admin user from only one particular project can be allowed to have csv import permission

or

2. A separate application admin can be created and he can be restricted to upload csv only to his project but not touch any other projects data.

I'm afraid neither of those are an option.

The second one might come with Atlassian gradually breaking up permissions so that project admins can do more, but the admin level CSV import is cross-project and can do bad things with your data, so it's limited to JIRA admins who should know how to be careful with it.
