Can i create access groups for Security Level for JIRA

I have invoked a security Level (View) for JIRA that restricts access to the issues to either the Reporter or an Admin user, for certain project and issue types. 

Can I extend the access level to enable the peers and Manager of the Reporter have access as well. Can this be provided from an Access Group to be added or enabled access. 

We would like to restrict access to all of the Issue Types across the Project, as there are sensitive information in other issues and issue types. 

At this time, to enable a user to have access to an issue, where the Security Level is invoked, is to make them an Admin of that project.

I'm not sure I fully understand your question, but perhaps you can put the Reporter's peers and manager in as "Watchers" or "Request Participants" and also grant Watchers/Request Participants the permission to see the issues that they're on.

The Security level will restrict a Watcher from being able to view; as they won’t be able to view the issue. 

I am looking to determine if I can control the Security level to be more than just the Requester or an Admin user. 

I would like to be able to allocate view/edit access across portions of a Project, by using another dimension within JIRA. Such as department or other.

I'll throw this out there knowing that it is possibly not what you're looking for, but maybe it helps:

I don't see Watchers or Requested Participants in the User Custom field value list (and I agree those other options should maybe appear elsewhere), but maybe you could make your own version of those fields and add them to the security level?
