Can't find "contexts and default values" under Actions in system field Description

I log in as an administrator.

I want to set default value of Description. I do follow this instruction:

but when I go to Actions, I only see "Screen" no "contexts and default values".

My jira version is server 8.19.

How can I set default value for Description successfully?

It should be available by default for Description field. below Screenshot is from Jira 8.21

I would suggest to check with Atlassian Support Team on this issue.
