Can't set system field not required

Hi, I have "Özet" system field and it is being used in some projects as mandatory field. Now I want to set it unrequired but in field configuration, there are no option to do that. I see only "arrange" and "screens" on the right side. Any idea?
Gerekli=required
Düzenle=arrange
Ekranlar=screens

This field is alwails required and it can not be canceled.

Attachment is also system field but it is not required?

Labels, description, security level, duedate, resolution, resolutions date, component, fix versions are also system fields an are not requared by defaul.

Issue type, project, author are also system field and always requared.

So, this is a build-in feature of JIRA.
