You will need to upgrade your license if you hit your license limit. And it's possible to have an upgrade of an existing license.

The most important thing to note here is that, as stated in the docs
Licenses cannot be combined to create custom tiers (e.g., a 10 user license and a 50 user license will not produce a 60 user license), and custom tiers are not available for purchase.
Thus, you have to buy upgrades as per the user tier offered by atlassian on their license page, you can't have create custom tiers.

Thank you @Tarun Sapra for your reply. That means if i want change the tier, i will loss what i have invested for previous tier. What about Jira Data center?

If you want to upgrade the tier then you won't loose the amount you have already invested. The exact amount you will additional have to pay will depend on your product and the new user tier that you will upgrade to.
You have to request a new quote as stated in docs
Visit the Quote & Order Form and click on the "Upgrade" tab.
