If I create issue in production project after create issue it's assigned to current user . what's going on :| ?
It sounds like there is a post function in production to assign it to the current user.
Hmm ... maybe - but i'm testing create isuue on test and production and it's look like default value to field AssignTo in CreateIssueScreen ? How I change this ?

In production env it's default : assign do reporter (in all project ) :( . I Must unass in post func. after create new iss )
