We have an on prem JIRA Server instance and wanted to see if we can get an Open API specification URL that lists all the APIs for version 2.
There is an open issue for this: Swagger (Open API) JSON or YAML for Jira REST API

This feature has been implemented in JIRA 8.6.x version or higher, and it's only available to Data Center.

We have JIRA Server and not JIRA Data Center, so in our case what is the best path to achieve rate limit on the REST API as we plan to connect the JIRA REST Apis with our automated applications.

In my opinion the best path is to plan an upgrade to Data Center. You will need to do this eventually since Atlassian have announced to no longer continue with Server in the future.
