Does JIRA server + github enterprise integration require extra software or marketplace addons?

I came across this article on how to integrate JIRA cloud with github enterprise.

Does this procedure work for the server based JIRA and github enterprise without extra software or addons from the marketplace? 

JIRA software and github software are up to date.

Hi Shannon,  I did follow these instructions and it ALMOST worked. :)  But I continue to encounter the following error. 

Error!

Error obtaining access token. Response is invalid: No 'access_token' found in response. Possibly bug in releases of GitHub Enterprise prior to 11.10.290.

It's possible that our SSO SAML overlay is preventing the connection but can you provide some troubleshooting options??  I'm stuck and the devs are screaming to get this integration up and running.  Thank you
