I currently have issues with a system field called Labels, everytime I click of on it an Edit Issue appears on screen and then I can add any new labels to the list.
The issue is the following: I don't want the screen Edit Issue to appear, instead I just a dropdown to appear. As you can see in the image below, this is the screen (pop up) that appears once I click in the Labels field.
What I actually want is the same behaviour that the Component field has, which that instead of a screen Edit Issue appears, a dropdown that I can add something on shows up, as it is shown in the image below:

As you can see in the image below, the configuration that I have for system field `Labels` in the current screen of the project is planned. Just to emphasize the issue, I can technically click on the pencil and edit it the Labels field but an `Edit Issue` pop up appears instead of a normal dropdown. Furthermore, there is a very small number of times (probably like 1% of times) that the dropdown appears instead of the `Edit Issue` pop up.
