I've setup a new simple workflow with Global Transitions from all steps to all other steps. However, it turns out, that the transition buttons are only visible to the assigned user. That's not what I want. I want the buttons to be available, depending on the conditions in the transition. If there is no condition, any user with permissions in the project, should be able to use the buttons. For example, when the issue is moved to "In Progress", the user is automatically set to the current user (as specified in a post transition step). When the issue is moved from "Done", "In Progress", "Review" to "New", the resolution and assigned user are cleared.
I thought the global transitions would save me some time setting up a new workflow, but this way, it doesn't.
But maybe I'm doing something wrong. I'm using Jira 7.9.2.
Anybody any ideas?

Go to the project settings -> permissions and have a look at the Transition issues permission. I guess only Assignee is defined there.
Very good thought indeed! I actually did have two project roles set on "transition issues", however my test-user was not a member of any of the groups. So that explains it.
