(How) Is it possible to grant permissions to a user to view all conditions on all transitions in the workflow of his project?
The user is already project admin and is able to edit the workflow (add status, add transition, ...) but when he clicks on a transition he only sees (e.g.) "Conditions (2)" - but this is only text for him, but not clickable.
Or is this only possible for global Jira admins?
I am afraid to say that even if he is a project admin he can not edit conditions, validators and post functions. Only the JIRA Admin can.

This is a pity - so he is not even able to *view* the conditions? If so, I will raise a CR on this.

Not sure if they can do anything about it at the moment as this is how the Project Admin was set from day 1.
