Can i get a report considering estimated time in JIRA when generating reports on how long a case took to develop.
I need to only consider following statuses that is correlated with estimated time : Building and configuring & System testing.
Also to only show data for cases that are already closed which means that they are either in production or withdrawn requests.
Is it feasible to get such data from jira or is there any add-on which can provide such data.
You can use Status Time app. It generates status time report based on your working calendar.

Our team at OBSS created Timepiece - Time in Status for Jira app for this exact need. It is available for Jira Cloud, Server and Data Center.
Using Time in Status you can report how much time each issue spent on each status. You can choose to include, exclude or combine certain statuses and you can add any issue field (including estimation fields) to this report so you can see estimations and actual durations side-by-side.
As well as statuses, you can report how much time each issue spent on each assignee or even each user group. The app also has two level reports that show status durations broken down by assignees or vice versa.
You can produce reports based on the default 24/7 calendar or define your own business calendars with custom workdays and working hours. This is important because a report based ona 24/7 calendar does not make sense most of the time. Any issue that was opened on a Friday close to the end of business day and that was resolved early morning of next Monday will seem to be resolved in two and a half days on a 24/7 calendar which in fact is resolved in a few business hours. Custom calendars let you see that.
All data can be exported as XLS, XLSX, CSV.

I understand that you would like to have the amount of logged time that was registered when the issues were in two specific statuses (Building and configuring & System testing). Is it correct?
This functionality can be achieved by using the Pivot by Status report provided by the Time Reports app:

Thanks for the reply, but i am looking for in relation to the Estimated time.
I fill be filling the estimated time for different issues now what is am looking for is to get a report which will show the trend of my issues under the 2 statuses VS the Estimated time.
So that i will understand how much is the deviation between the actual time and estimated time and then can work accordingly.

Correct me if I'm wrong, but I believe you are trying to get a report with the time spent in the two mentioned statuses together with the Estimated time of the issue (Including all the statuses).
Using the plugin suggested, there's a parameter called Additional fields that you can use to add the time estimation in the same report:
Additionally, you can export the report to CSV and sum/decrease the time logged from the total time estimated, getting how much of the total time estimation was applied in these two statuses.

I understood that when you try to install the plugin, a spinning wheel appears and it never gets installed. Is it correct? Are any errors returned in the JavaScript console of your browser?
Additionally, can you let us know if you are using JIRA Server or Cloud? Can you confirm that your subscription is current up to date without any missing payments?

In case you use cloud version you can try our app Time Between Statuses.
Using it, you can calculate the time from one status to other status and add the Estimate column in the column manager. After exporting data from the application, you will be able to analyze the received information as you require.
