How Can I create a field as Filter dropdown in Jira create issue ?

I want to create a field as Reporter field in Jira create issue 

It can filter immediately when I input text on the form input.

How can I do that?

Are you referring to custom field or native JIRA fields?

In either case, can you illustrate and help us understand how the native user field does not suit your requirement?

HU Device is the custom field that I want to search and auto complete value into form input

Please find the details as documented below:

• Native fields provided by JIRA - All fields are available out of the box for any given JIRA issue
• Custom fields provided by JIRA - Administrator will be able to define a new custom field and specify the custom field type. Backend implementation is provided by JIRA. Some of the custom field types provided by JIRA are Select list, Cascading select, Radio buttons, Checkboxes, User picker, Version picker, Project picker, Group picker, Date time picker etc
• Custom fields provided by third party vendors - JIRA supports apps where customized custom fields can be implemented by vendors. You can explore them in the Atlassian marketplace.

As per your screenshot, I guess you are looking at some asset management related aspects, in which case you may want to explore "JIRA asset management plugins" in the Atlassian market place.
