I know that the project key needs to change - this would be ok.
Does anyone know a plugin that can do that?
Or know the necessary steps to achieve this?

Thank you. Funny thing .. we have Scriptrunner installed, but I hardly use the build in scipts :-) Turns out, they are quite useful.
Did you use the "Copy Project" function of Scriptrunner yet? Will it run without issues (e.g. kill the server) if you have > 12.000 Issues to copy?

@Bernd Anderer I used this built-in "Copy project" feature a long time ago, but not for such a large number of issues. So, I cannot comment much on this, may be the Vendor can help you better.

I was actually able to copy a project with >14.000 Issues. It took 10 hours but worked without any problems.
There is one major issue though - Issue Status will not be copied. So all issues have their initial WF status :-(

You can't do this with Jira out of the box, but there are several add-ons that will. I've never evaluated any of them, so I suggest you search the market place for "Clone project" and review the applications there.
