How to create and edit transition screen static information text?

We have a specific screen for when users close out Jira issues. On that screen is a blue highlighted static text box with a (i) information logo. 

How does one create this type of static text box on any transition screen?

And how does one edit this specific type of text field?

I find no reference to it on the actual screen's configuration editor or via the Workflow editor.
