I am trying to set "Resolution" on my task, but the option is disabled (not click-able).
After reading some posts/questions in the forum I noticed that JIRA Administrator(not Administrator for Project, no?) need to grant me the access.
But after asked him, he couldn't find any Post Function on the permission.
I am include in group: Administrator for the Project, not JIRA.
How to do it?

You need jira admin privileges. The reason is that workflows and status's can be shared by multiple projects and the workflow editor allows you to change both.
Atlassian is working to move more workflow administration to the project admins with next gen though it doesn't help your need in the near term.

I don't wanna lie and to be honest I'm not sure, if I will give you a correct answer, but try this:
1) In Jira log in as admin
2) Click "gg" on your keyboard ( just double-click on letter "g" )
3) Type there "Global permissions"
4) He should put your group or just you into "Jira Administrators" as you noticed in topic. (It's 2nd option)

Just go into "admin wheel" next to your profile
There go to System
There you will find in security "Global permissions"

To edit post functions in your workflows you need to be a Jira Administrator. You are correct that there are no post function permission that can be set to make the options available for you.
So you have two options:
Project administrators have very limited options when it comes to changes in workflows.

Hmm, I am wondering why we need to be JIRA Admin to do it.
It is something that tightly related to the project condition, like the Status for example. Not the JIRA it self, it's not something that will break the entire JIRA setup, isn't it?
Because IMO, different project will require different setup for Status and Resolution. So it should be by default granted to (at least) the project Admin...
