Most people have the opposite problem. We have JIRA Software (7.2.4) and I can create basic software, kanban, and scrum types. However, we just had a request for a process management (business) type and when I create it, it fails. Then I try to recreate it and it says it already exists but it doesn't show up in our list of "All Projects" nor in the "Business Projects" list. We can't see it or access it.
I tried to follow the licensing suggestions on the web but when I went to licensing and tried to activate my JIRA Core (in addition to JIRA Software), it tried to do a trial license.
So the Questions are:
Do I need to just activate using the trial license and it will eventually recognize my JIRA Software license automagically?
Do I need to copy my JIRA Software License key into my JIRA Core to activate it?
Is there another method to getting the JIRA Business Types activates on my JIRA Software project?
If you are having Jira Software license they you should be able to use and access Business type of projects by default (Jira Core functionality is included)

For licensing: Business users who are not doing any agile or development work can simply leverage JIRA Core licenses. You can buy Core licenses separately. For those who will access both sorts of projects, they have to buy JIRA Software licenses, and cannot simply have Core licenses. JIRA Software users can access both types of projects.
So basically it means that if you want only people to access business then you need to activate and buy a Jira Core license. In other situation it should work..
I have checked on my side and I was able to create a business project (however it also show me a timeout error) but the project was available on the list of projects. Please check this URL on your instance (to view only business projects)

If it is not showing then maybe project would be visible on the list of projects from the admin area..

then you might need to check also you default access

Thank you so much! I forgot about the Admin Project listing. It was there... I finished setting all the permissions and all of a sudden it started showing up in the regular project list!

I have a similar issue. We provisioned all of our users with Jira Software licenses, but when I created a Jira project using a Business project template, it wouldn't let me add people to the project. If I have access to Jira Core by default, why is this the case, and what can I do to resolve it? The only way I see to resolve this is by purchasing a separate/additional Jira Core license for each user, and that just can't be right.
