There's information here about using REST API with Configuration Manager for Jira (CMJ).  

And some information about the project template Use Case with CMJ  

I think you would want to use the Create Snapshot and Start a Deployment REST API calls to deploy an existing project as a template onto the same system.

You may also want to check out Delegated Project Creator for Jira, another Appfire app. This app allows an administrator to create project templates, and then allow specific user groups to create or request new projects based on those established templates. It helps remove the admin bottleneck that sometimes comes along with project creation. If you're on Jira server, you can get a trial of the Data Center version of the app.

few more apps with the same functionality if any

I saw you created a support ticket to request a demo with our team - that's great! I hope it's helpful. 

Regarding other apps, Delegated Project Creator is the only one with that specific functionality you describe (templates, then project creation/request delegation).

There is another Appfire app, Gaia for Jira Project Template Manager that allows you to create templates (and also creates Confluence spaces). It is not available for Cloud if you are ever headed in that direction, and it lacks delegation capabilities.

The other app I'm aware of is Stagil Project Creator, but you would need to contact STAGIL for more information and a demo. This one is also not available on Cloud and does not have delegation capabilities, but seems to be good for project templates.
