As a Jira user I can access Jira's own project and create issues, vote, watch, comment and so forth
Can I give my users the same access, or is this only possible because I have an active Jira license? I'm aware of Jira Helpdesk, I'm specifically asking for Jira Software

In order for your users to edit/write tickets on the Jira's own projects, for that they need to have an Atlassian account.
Are you sure this is enabled by default? I made a dummy account through the link you provided, and I can't make any action on behalf of it. If I comment, the comment is posted by "Anonymous", furthermore the watch and vote buttons are disabled.

On jira.atlassian.com there is a free sign up, so if you want your users to be able to vote or watch issues there, they can just sign up there.
To do this, they should have a link for sign up, there should be a link on the log-in page.
For your own instance it depends on your settings.
As site-admin, you can invite users or you enable self sign up on your site(that may lead to a lot of accounts and with that to high subscription cost)
