When a user changes the date field I want him to specify a reason.
I there a way to pop up a screen in jira after the user changes\edit field?
Maybe some add-on can do that?

Show a screen when a date field is shown I don't know if that is possible.
An alternative is the following;
You can choose to make a transition (eg Change date) with a screen linked to the transition with the date field and a field "reason" on this screen.

You add a validator to the transition that "reason" must be entered. Also make sure that the date field is not on the edit screen. This means that the date field can only be changed via the transition.

No, the UI doesn't support arbitrary pop-ups (because people hate them. You'd find if you forced this, people will give you a junk reason most of the time).
A transition screen is the way to do this - even though it's still a pop-up, it actually makes sense to people and doesn't irritate them because you're offering them both fields together and they asked for it.
