When you say it loops is it just running and then goes back to the screen without an error or any notification and still shows the trial license? Can you confirm that the license is for Jira Software. Also have you tried a new browser just to rule out that is the issue.

Just running without any notification or error and the license is for jira Sofware. I try crome and firefox.

Do you see anything in the Jira logs? Also what other apps do you have installed and have licenses for? What type of license do they have?

Can you review the Jira log (atlassian-jira.log) It is usually found on the server in JIRA/home/log/atlassian-jira.log
In you initial comment it looked like other products were installed besides Jira Software. Are you also running service desk?

Yes the same for services desk the commercial license don't activate

Also can you please review the Jira log (atlassian-jira.log) and provide the entry's found during the time of update. It is usually found on the server in JIRA/home/log/atlassian-jira.log
