Licence used higher then group members

Hi all,

we've running an Jira OnPremise 7.1.11 (old i know) with an 250 license. However the problem is, that it shows up that about 201 are used but if i make this view in the user management it shows up 101. 

Also when i go in the application access view we will see this 2 groups which are only set to access jira application.

We have done following: 

• Disable nested groups in LDAP
• Run full sync again
• Import a new license (new maintenance window)
• Restart the windows service

As explained:

Running Jira Server 7.1.11 with 250 license.

Jira Server is setup to be a user directory (Crowd) for Confluence.

I also ran the SQL script from https://confluence.atlassian.com/jirakb/troubleshooting-jira-service-desk-license-issues-962965344.html?_ga=2.39297451.98268033.1570775030-367131662.1570617953

and it shows up 104 users (the from jira-administrators and jira-software-users) so that matches.

Tobias Jacobi, is there any number of inactive  jira  software  users for respective  site, if yes  it might be possible that  these  are counted  too, although  these shouldn't ..!!!

Hi Kiran,

we removed a group in application access but if i look into one of these members they dont have the checkbox on!
