Missing the attachment button

Hi all, 

as you can see in my screenshot i am missing the attachment option from every textfield when i am creating an issue. Is there a way to enable it?

Please check your permissions.  May you your role user group does not have permission to add attachment.

Please confirm this with the admin.

I am the admin, and from time to time this is happening to me.. it might be a bug

Being admin means you can do admin things, not "do everything".  As an admin, you can check the permissions to attach files in the project permission scheme

Things happens to me from time to time for the same account and without changing anything on the permission scheme..
