When you create a next gen board it looks like the only way to get tickets on it are to create them from scratch, rather than configuring a filter for the board and automatically pulling in already-existing tickets.
Is there a way to pull in existing tickets onto a next gen board?

the next-gen board is a feature focused on the simplicity for users which does not want the features provided by the classic Kanban and Scrum Board.
That being said, you're correct. There is no way to change the filter of next-gen boards. The board will always use the default filter project = projectboard, however, you can move existing issues to the project related to the next-gen board, adding the issue to the board filter.

If you want to have visibility across other projects, you must create a Classic Board instead of a Next-gen board.
As mentioned before, a Next-gen project is an option for customers who are looking for a simpler way to track their tasks, so have limited customization options.
That been said, we have a feature request opened to implement the ability to edit filters on Next-gen boards:
