please elaborate a little more detailed:

Where is the mentioned user not able to comment anymore? In an issue?

And if in an issue: Did the issue status change?

And you can't include additonal information via the "edit" or "comment" button at the top?

Did the issue status change (i.e. did it move from "backlog" to "in progress")?

No status was not changed lately (see screenshot)

Okay, so the "edit" button works, but the "comment" button doesn't?

Could the mentioned user send a screenshot? Does he even have the comment button? Does the display show the comment field to him/her (at the bottom)?

 

The cases we have experienced so far, where the comment function was not available for a user (who was able to comment before) were connected to either

- different status of the issue

- different filters (commonly many "problems" are connected with filters and the properties/permissions connected to the respective filter)

- transition rules (validators, post functions, e.g.)

- workflows

- or different/changed permissions (you excluded this option already)

Also Clicking the comment button on the top doesn't do any action (screen shot 3)
