Permission based custom field editing

Is it possible to create a custom field and then assign users permission to either read or read+write to that field?

You can't have field level permissions in JIRA. You can however use the workflow operations to edit that field and make it visible only to selected users. That is a workaround! Another option is to create a new custom field type which can be done using a plugin!
