Users within our Jira platform are unable to share their request with others unless they type in their full email. I'm able to get a populated list of users when searching along with others who are admin for the project.
I have enabled the global permission relating to 'Browse Users' & assigned the relevant user groups that contain all our staff. I have verified that the user reporting the issue is also within this group.
I presume I'm missing a really simple setting somewhere but would appreciate any assistance.

Is the configuration "Customer Permissions" (Who customers can share with) at the project level impacting the ability to search ?

It shouldn't be - Who can customers share requests with? It's currently set to 'Other customers in their organization'

You should try with this option "Any customer or organization, by searching in this project". If you want the user to be able to select anyone and if you don' t mind having your customer to be able to see all users.
'Other customers in their organization' will required that you manage Organization within your project. JIRA_BASE_URL/projects/PROJECTKEY/customers
