when i execute a transition i want to pop-up or a panel with information. something like after you have created an issue on the right side the pop up. please find screenshot. how can we do this?

Select the transition, Click edit, Select screen you would like to use for pop-up.

guys i work since 2010 with jira. i know that i can define a screen in a transition. and i know that i can add custom fields on this screen. this is not what i want.
i retry to describe it as simple as possible.
so here i have an issue and i execute the transition "Start".
(it doesnt matter how it is called or which fields we see in this screen.)
after that the screen appears.
above the screen you see a box with text in it. and that is what i want.
i want that this text box comes up. i photoshoped it :D

So now I understand you what you want and I must tell you this will need custom development for 99%. I didn't see nothing like this in my "Atlassian career". :-)

I'm not developer, but I don't think so. Probably it will need custom plugin for that. but as I said I'm not developer. :-)
But I'm sure it will need some analyze if (and how) it is possible.
