Is there a way to create a team dashboard similar to a project dashboard? This would show an up to date list of Staff member>issues assigned to them>issue name>status>how long have they been in process?
Is there an online tutorial that may show how to do this?
If you have the users in groups within Jira (or can have your friendly Jira admin add groups for you,) it's easy to create JQL filters based on that group. As members come and go from the group, the filters, and therefore the dashboard will be updated automagically. Jira doesn't currently have the concept of a "Team" that you could use for this purpose.
