I just Installed Jira software on my local server. how can I access it from other devices.

I can open it for the local server by this URLs:

http://localhost:8080/secure/Dashboard.jspa

http://192.168.1.102:8080/secure/Dashboard.jspa

When I try to use this IP 192.168.1.102:8080 in other computers, It's not open! Why?

Most computers firewall themselves off by default.  If localhost works, then the problem is that port 8080 is firewalled.  You'll need to open that up.
