Unable to assign to user

I have a user in Jira who I am unable to see in the assignee list.

 

I have checked that she is in groups that are assignable. I have tried moving her to different groups whose users I can see when wanting to assign. It doesn't work.

 

I have tried moving her to administrator as well. Still can't see her name in the list of possible assignees.

 

She is an approver on some of the tickets which means that the system recognises her.

 

How do I get her visible in the assignees list?

Hello,

The user must be a JSD agent to be able to be assigned for an issue. Is the user a JSD agent?

It seems it is indeed a case of she hasn't been given a license to act on JSD
