From what you have described it seems to be Bug.
Here is what Tim LaMarce implemented as a work-around:
Have another non-admin user create a basic search. Have them share it. Log in with your admin account, go to the list of shared objects, find their filter, and take ownership. Now you can edit it and do whatever else you want.

Hi, no I am not removed. I can share dahboards... only filters have issue.
