Hi, I am Jira Administrator of my project. But I am still unable to see "Add issue type" in my Settings > Issues > Issue types. Do I need a higher permission to perform this action? If yes, how can I know who has that higher permission and can help to grant me the same permission?
Up to Jira 7.6, you need to be an administrator to add fields to your project. From 7.7, you need to be a project administrator with the "advanced configuration" permission set in the permissions scheme
To create new issue types and new fields, you need to be a Jira or System administrator

You'll need to ask your administrators for admin access if you want to add fields. However, a good administrator team will tend to limit that, as admin access should always be limited to the admin team.

The problem is, I am a Project Administrator already and I don't know how to find out another administrator one level up ..... How can I check it out?

Annoyingly, there is no direct link to find admins in Jira (unlike Confluence), I'm afraid you will have to ask the other users.
