We have a problem using the Zephyr plugin. We decided to turn it off. Now we have a problem with validators. How can we find it? Where they are?

I believe this error might have caused by the validator provided by the Zephyr plugin after you turned it off.
If you are the Jira admin, navigate to workflows, select the transition where this issue is causing and remove this validator from your workflow.

To add/remove a validator to a transition:
1) You need to login as a user with the Jira Administrators permission.
2) Choose settings -> Issues and then select workflows the menu and find your workflow from the list.
3) Edit your workflow and click on the transition where you're facing issue with the validator (E.g. To do -> In progress) .
4) Select Validators(screenshot below) from the properties panel and you can add/remove validators from the list.

Hmm. That's weird. Can you check your server logs to find out the exact validator and fix this?

There are 0 validators showing because you've removed the function that provides the validator, but the config for it still is. You might find it easier to get to if you swap to text mode.
Or, if you (temporarily) put Zephyr back in, you should be able to get to it again.
