Why a Jira core user as an agent in a JSD proyect can create an inssue but can't transition it?

If a give the agent (service desk team role) to a Jira Core user, he can create issues but can transition it, why? how can I resolve this inconvenient?

You need to look at the permission scheme to know which project role/user/group can do in the project.

Hi! I've checked the permission scheme and the agents (Service Desk Team) are allowed to transition issues, but this particular user, who has Jira Core license, can create the issue (Subtask type) but cannot transition it, I don't know why
