×We are moving from the delegated LDAP dir to SAML SSO with Shibboleth.
I need to migrate 27 users that only exist in the delegated directory to the Internal directory, but the migration tool reports 0 users migrated.
What might cause the migration tool to ignore those 27 users?

What migration tool are you using?
As a blunt approach – just try doing it with our UserManagement for Jira on evaluation license, either with Move or Copy (+ later Disable LDAP directory) actions in Bulk User Actions
Since you seem to be disconnecting LDAP that would propagate deactivation of users when they leave the organisation, you might find our app useful to deactivate users who are not active for a set amount of time (e.g. 6 months) automatically using Scheduled User Actions, and in the spirit of try-before-you-buy – you can model the affect using our User Insights Report
Out of curiosity, why would adding SSO app (we are an SSO vendor too) require you to move users from the Delegated LDAP?

Our LDAP service will be shutdown and when the server is not available, the users in the delegated LDAP directory are not available, even though our SAML SSO is working. The SSO works great if the delegated LDAP directory is active and the LDAP server is available.
Thanks for the eval offer and I might consider your option if I don't find a way to get the Jira directory migration tools to work as expected.
