×In the View Issue Screen, the "workflow" menu button does not exhibit all available transition options.
I have a complex workflow where all issues have the option "Allow all statuses to transition to this one".
The workflow has more than 15 statuses, but only 15 of them are shown at the pop-up exhibited by the "workflow" menu button.
There is NO Condition in ANY transitions, so they can take place every time freely, without restrictions!
How to show all the available transitions?

I recreated this in one of our instances - the workflow has 21 statuses, all transitions open and no conditions set.
There are 21 options on the view issue screen - 19 in the "Workflow" drop-down, plus 2 which are buttons next to the Workflow button:
So there's no limitation on the button as far as I can see - I would suggest double-checking for conditions, validators, properties, etc in the first instance.

I don't see anywhere in the source that restricts the number of transitions shown to 15, but that's a number used elsewhere in the Jira UI, displaying components etc.
