If a Jira ticket created without correct Account and Contact IDs, it will not create any case in Salesforce.
Is it possible that when the same Jira ticket is updated with the correct Account ID and Contact ID, a case is then created in Salesforce?

Perhaps you can try this workaround:
With this workaround, when you transition to the Create Case status, a screen will prompt out to ask you input the Salesforce Account, after entering the details, it will trigger the post function and create a Salesforce Case record in Salesforce.

The connector that you are currently using should be Connector for Salesforce & Jira Cloud, which is different from the one Chad is using here.
This workaround is not going to work for Connector for Salesforce and Jira Cloud because the connector is missing the Remote Object Link field.
