please check project permission "Browse project" in order to provide access to user for all issues within a project. (https://support.atlassian.com/jira-cloud-administration/docs/manage-project-permissions/)
In order to provide acces just to specific issues you need to setup Issue Security with rules within project. (https://support.atlassian.com/jira-cloud-administration/docs/configure-issue-security-schemes/)

we don't know if you are on server/dc or cloud instance.
Btw, a JIRA Admin can setup Issue Security for both server/data center or cloud JIRA.

Hi @mahya golbaz Issue security can be applied to the issue and can be accessed by particular member and groups .
