while doing upgradation user created ticket, we are unable to delete that ticket, assign. but it is still showing up in the queue.
I recommend you to do a Jira full-reindex. Once done, test again.
Other things you can do: try check full integrity, reboot jira.
If nothing above fix your issue, maybe something got wrong at the DB or some plugins/apps were disabled or bugged. So you will need to give more details or check at the jira logs to monitor other errors when getting that error.

Or you have deleted the ticket and it still shows in the queue?

Okay, thanks for the info, error 400 suggests " response status code indicates that the server cannot or will not process the request " have you tried moving it to another status and then deleting it?

If it's showing the issue doesn't exist the re-index should fix the problem, but you can just re-index the project and do a background re-index so you don't compromise any data and people can work normally during re-index.
