Reassign Issue Based On Summary

We're running JIRA 5.2 and want to re-assign issues based on a string or pattern in the issue summary.

Our JIRA project receives e-mails and turns them into issues, the summary always contains a URL pattern,

sometimes it would be better for an issue to be re-assigned to a different project, based on the URL pattern in the summary.

Can anyone recommend a plugin or existing Jira functionality to accomplish?

One option is to use the Script Runner plugin, create a post function (e.g. with Groovy), that will process the Summary's url pattern. Then add the post function to the Create transition in the workflow.
