Repeating Issues Add-on Not Creating Sub-tasks

We have set the Create Sub-task repetition on several of our issues however sub-tasks are not being created.  Is there a bug?  Our version of JIRA is 6.3.14

We have found another problem when setting monthly recurrence rules.  We get the error message:

Repeating rule is not valid:
Could not parse repeating rule

In the JIRA logs I found the following entries:

The strange thing is that it works for me, but for another user it doesn't.  Any ideas?
