Special notification on linking a issue

I was wondering if there is a way to setup a custom notification for when another team member would link a tickets in a specific projects. The goal is to have this notification so I can tie it into hipchat and my room can see something new has been added to the ticket.

The easiest way I can think of would be to set up a filter for linked issues, and have people subscribe to it. You can set an email notification to go out daily, or as often as you like.
