Hi!
We first installed Confluence and used it for while. Now we installed Jira too and we want to sync the existing users from Confluence (local user directory) with the Jira directory-server. Is that possible?

Welcome to the community @Christian Motschke!

From my point of view, it would be best to use JIRAs user directory for the user management. So you have to export users form Confluence into the JIRA database first and then connect Confluence to JIRA (and not the other way round).

Find more information on how to do this e.g. here:

Alternatively you can use Atlassian Crowd.

Crowd has the ability to pull Confluence users directly from the Confluence database and provide them to your JIRA instance.
