I have a development instance and a production instance of JIRA.
As far as I can tell, Tempo permissions and settings are identical.
On the dev instance, the "Get Approval" button displays on all timesheets.
On the production instance, it does not. (This is the desired behavior.)
I would like to have Approval not be required. Changing the state of "Enable Account Approval Process" doesn't make a difference. What am I missing? Seriously, three of us have looked at the Tempo permissions and settings for both instances and we all agree that they're identical.

I'm sure you have also checked this, but to be on the safe side, is the selection for "Approval Processes and Accounting" section. This option should be set to Disabled.
Tempo 7.16.2 on JIRA 6.4.9.
