Jira allows registered users to specify a default mail notification format (HTML, text). When I add a "Single Email Address" notification to a notification scheme, resulting emails are always in HTML format. Is there a way to change this to text format? Please note that this email address is not one registered to a Jira user.
One possible workaround is to register a Jira user with the targeted address, and then set the user preference to "text" format as I have already done globally. However, this burns a license.

Except, that the guy's case is exactly the opposite - he has html as default, but JIRA is sending as plain text.
In any case, from Atlassian's comment in the issue, you should contact support.atlassian.com so they investigate what is going on.
