User have been getting two cancel buttons when user tries to close any issue for project "EHS Digital Tools" when we select the resolution and click on cancel the ticket is getting cancelled.

Check your workflow.
You might have two transitions going to the cancel status when you only need one. One transition = one "button".
Next check the postfunctions on the transition to cancel status. You might have a postfunction that sets resolution to cancel. Even though you have a screen connected to the transition that shows the resolution field, this will be overrridden with the postfunction if it exists.

As I understood, users see two different cancel button in issue view? If yes, delete one of them in the workflow. Can you please share a screenshot for this problem?
