Updating JIRA issues from gitlab pipeline doesn't work

I have 7 projects with same workflow and transition ids Also we can see merge request comments

some issues transition automatically sometimes but some doesn't

i can not find the problem Also the gitlab user is admin with full access

Here is my workflow ids 
we add  the 2 transition ids 51,71

I am experiencing the same issue as of late but I am thinking the issue may be on the GitLab side.
