User Picker field in JIRA

I am new to JIRA world-

I created user picker field and also set filter with a particular group but I am not able to pick member of that group as a user. I see a lock icon next to the field which makes me believe that I am not allowed to assign user to the field even though I have administrative rights. Can anyone help me please?

You need to have the "Browse Users" global permission. Check out https://confluence.atlassian.com/display/JIRA/Managing+Global+Permissionsfor details.
