User can't assign issue from kanban board

Hi, I am having trouble with assigning issues from a kanban board.

On the full issue view, users can assign tasks (as can I as admin to others). When on the kanban board however, users are only able to select assign to me, and no other users are filled in the drop-down.

Is this a bug? Permissions issue? Board setup issue? 

I couldn't find anything about it by searching or in the docs. Any help is appreciated.
